Guide to app development cost Israel: what drives the price of an app

There is no fair single price for "an app", because the cost is set by the scope of what you build. Two products that look similar on the surface can differ widely in effort once you count the backend, the integrations and the edge cases.

A useful quote is built from a written scope: who the users are, what each type of user can do, which platforms you support, what data you store and which outside systems you connect to. Until those are clear, any number you hear is a guess. This guide explains what drives the effort, so you can scope well and compare quotes on the same basis.

Most of the effort, and therefore the cost, comes from a handful of decisions. Each one can be made smaller for a first version:

• Scope: the number of user types, user flows and screens. This is usually the biggest driver.
• Platforms: web only, iOS, Android, or all three. Separate native apps mean more code to build and maintain than a single web app or a cross-platform app.
• Backend: whether you need accounts, roles, an admin panel, payments, notifications or real-time features.
• Integrations: every outside system, such as payments, maps, messaging, calendars or a hospital or ERP system, adds work, testing and failure cases.
• Data and security: personal or medical data brings requirements for privacy, access control, logging and sometimes regulation.
• Design: ready-made components are faster than a fully custom interface and animations.
• AI features: calling an existing model through an API is a different project from training and validating your own model.
• Team model: freelancers, an agency, an in-house team or a mix. Seniority affects speed and how much rework you inherit later.

Yes. An app that handles health, financial or other sensitive personal data needs more work on security, privacy, access control and documentation, and that work has to be planned from the start rather than added later.

If the software is intended for a medical purpose, it may itself be regulated as a medical device. That brings requirements for quality management, risk analysis, testing and records that affect both the timeline and the budget. Clarify the intended use before you ask for quotes. An app keeps costing money after launch, and founders often leave this out of the budget. Plan for hosting and cloud services, monitoring, bug fixes, operating system and library updates, security patches, support and small improvements.

Publishing to the app stores has its own fees. Apple states that the Apple Developer Program costs 99 USD per membership year, with prices that may vary by region. Google Play requires a developer account with a registration fee and identity verification before you can publish. Check both pages for the current terms.

The most reliable way to reduce cost is to build less in the first version. Start with the smallest product that tests your main assumption, release it to real users and let their behavior decide what comes next.

• Write down the one assumption the first version must test, and cut features that do not serve it.
• Start on one platform, often the web, unless your users clearly need a native mobile app.
• Use proven, well-supported tools and managed services rather than building infrastructure yourself.
• Postpone admin panels, complex reports and nice-to-have integrations until users ask for them.
• Consider a no-code or low-code prototype for a first test, knowing you may rebuild later.

You get comparable quotes by giving every vendor the same written scope and asking each to break the price down the same way. Otherwise you are comparing different products.

• Share a short scope document with user types, main flows, platforms and integrations.
• Ask for a breakdown by stage or feature, and what is explicitly out of scope.
• Ask who will do the work, their seniority, and who owns the code and IP.
• Ask how changes to scope are priced and approved.
• Ask what support, warranty and maintenance are included after launch.

These mistakes tend to cost more than any hourly rate difference:

• Starting development before the scope is written down.
• Agreeing to a fixed price on a vague scope, then paying for every change.
• Choosing the cheapest offer without checking who will write the code.
• Not owning the code repository, cloud accounts and app store accounts in the company's name.
• Leaving ongoing costs out of the budget.
